The Politics of Livestock Sector Policy and the Rural Poor in Bolivia

Abstract

This policy briefing is based on Working Paper No. 15. The briefing describes the organisation of the Bolivian state, and explains why the politics of Bolivia act as barriers to improvements in pro-poor livestock sector policies. Strategic points such as coordinating and guiding the relatively weak and inexperienced producers' groups in political lobbying, and strengthening municipal governments are described. The author also suggests that the unstable political climate in Bolivia should be viewed as an opportunity for change in this sector, and not a hindrance.
