Abstract

This paper develops the Guiding Principles for the RISE Programme’s PET-A research projects and also begins to lay out a draft conceptual framework for the RISE Political Economy Analysis (PEA) of education reform, and discusses how the research itself should help flesh out that conceptual framework over the next couple of years with a particular focus on the ‘politics of learning’, and how they affect the long-term potential for developing countries to improve education quality and cognitive skill development.
