Advantage and disadvantage analysis: dual practice doctors in public hospitals, China

Abstract

Dual practice by medical doctors in China is a historic phenomena in China. This paper analysed the history and the trend of dual practice of medical doctors, the structure of medical doctor income and the different income resources, the advantages and disadvantages of dual practice, the future management strategy of DP especially in tertiary public hospitals, including management policy and national principles. The results of this paper are based on the Chinese literature and policy document reviews, and the opinions of this paper are based on project interviews in Shandong and Sichuan province. The interviewed doctors include different heads of departments such as medicine, surgery, pediatrics, gynecology, and the total number interviewed was 47. Meanwhile, the local health policy makers including the provincial department of public health, district health department, and hospital leadership, were interviewed, a total of 26 across the two provinces.
