Part two of the police and crime commissioner (PCC) review examined how PCCs could become more involved in offender management in their local area, including through being more involved with community payback schemes.

With 80% of detected crime committed by repeat offenders, PCCs need the right levers to tackle reoffending and reduce crime.

As a result of recommendations from part two of the review, the Home Office has developed guidance for PCCs on how they can be more involved in community payback schemes in their local areas.
