This publication is based on data from the Family Resources Survey (FRS) and Household Below Average Income (HBAI) statistics. Data is given for both before and after housing costs are taken into account. Breakdowns by region take a 3 year average of financial years 2009 to 2010, 2010 to 2011 and 2011 to 2012.
