This annex to Michael Gove’s written ministerial statement sets out the government’s detailed response to the 21st Report of the STRB, accepting the recommendations in full.

The Secretary of State then wrote to the statutory consultees inviting comments on his proposed response by 4 January 2013. He considered the responses from the statutory consultees and decided to proceed on the basis of this previous statement.
