Investigation to find out why Chinese export prices have decreased (anti-dumping duty 2380)

Initiating an anti-absorption investigation concerning imports of certain cast iron articles, originating in the People’s Republic of China.

The Commission has announced, in Decision 2019/C425/07 OJ ref C425 dated 18 December 2019, the initiation of an anti-absorption investigation to establish why Chinese export prices have decreased following the imposition of anti-dumping duty on imports of cast iron articles and their parts of lamellar graphite cast iron (grey iron), or spheroidal graphite cast iron (also known as ductile cast iron), originating in the People’s Republic of China.

This decision came into effect from 18 December 2019.

The products are classified within commodity codes:

  • 7325 1000 31
  • 7325 9990 80

These articles are of a kind used to:

  • cover ground or sub-surface systems or openings to ground or sub-surface systems and also
  • give access to ground or sub-surface systems or provide view to ground or sub-surface systems

These articles may be machined, coated or painted or fitted with other materials, such as but not limited to concrete, paving slabs, or tiles.

The following product types are excluded from the definition of the product:

  • channel gratings and cast tops subject to the EN 1433 norm, to be fitted as a component on channels in polymer, plastic, galvanised steel or concrete allowing surface water to flow into the channel
  • floor drains, roof drains, cleanouts and covers for cleanouts, subject to standard EN1253
  • step irons, lifting keys and fire hydrants

The investigation should be concluded in 6 to 9 months. If absorption is established the anti-dumping duty may be re-assessed to determine the appropriate level of duty.
