1. Summary of the second meeting of the UK-Andean Countries Customs, Trade Facilitation and Rules of Origin Sub-Committee

The United Kingdom (UK) and Andean Countries held the second Sub-Committee via written exchange of information, which was initiated on the 11 August 2023.

2. Customs cooperation and trade facilitation

The UK and Andean Countries exchanged information on topics of relevance to either Party.

Concerning topics of relevance to Andean countries, the UK provided information pertaining to customs control and enforcement. Discussions centred on tariff classification, strategic trade control and e-commerce.

The UK also shared further information regarding customs regulations and had useful discussions concerning customs valuation of goods and the UK’s Customs Declaration Service (CDS) and Customs Handling of Import and Export Freight (CHIEF) systems.

Regarding topics of relevance to the UK, Andean countries shared useful information regarding the adaptation of customs processes in relation to e-commerce risks.

Andean countries also explained their uptake of customs technologies, and the benefits of utilising such technology. Discussions also centred on data sharing between customs authorities.

3. Rules of Origin

The UK and Andean countries exchanged information and had useful discussions on matters relating to the Chapter of Rules of Origin such as currency conversions, update Appendices 2, 2A and 5 of Annex II to reflect changes in the harmonised system and the processes for the qualification of an approved exporter in each of the parties.

4. Agreed next steps and actions

The UK and Andean countries agreed to follow up any outstanding responses to items under the agenda.

The UK and Andean countries exchanged thanks for a constructive meeting.
