The government’s response to the Law Commission’s reports

I am writing to you in response to the Law Commission’s reports on Valuation, Enfranchisement, and the Right to Manage published in 2020 and to express my sincere gratitude for all of the work of the Commission over the last six years, and the work the Commission continues to undertake in relation to Leasehold and Commonhold reform.

As you know, the government believes that the current land system is in need of comprehensive reform and I am pleased to write to you to say that the Leasehold and Freehold Reform Bill was introduced into Parliament today. As you know, the content of the Bill has been significantly influenced by the work of the Law Commission. This landmark legislation, and the work that influenced its content, is a significant achievement of which the Commission can feel extremely proud. The legislation will help to create the fair and just housing system that we want to see and which works for everyone.

Thank you again for your reports and your contribution to the Leasehold and Freehold Reform Bill; your work will have a positive impact on the lives of millions of people up and down the country.

Yours sincerely,

Lee Rowley MP
Minister of State for Housing
