Chris Pope

Biography

Chris Pope joined HM Land Registry as Chief Operations Officer in October 2017.

Chris spent the first 27 years of his career as an Army officer in the Royal Engineers, including operational tours in Northern Ireland, Croatia, Iraq and Afghanistan. Following private sector experience as Group Projects Director at Tribal Group and Head of Operational Engineering Services at Laing O’Rourke, the largest privately owned construction company in Europe, Chris moved to local government.

As Director of Transformation at Merton Council he led a wide-ranging change programme including transforming digital service delivery, restructuring corporate services, introducing Lean principles across the organisation and developing shared services. As Executive Director Resources and Commercial Development at Newham Council, Chris was accountable for the delivery of all corporate services and the council tax and benefits function. He created oneSource, the shared support service with Havering Council, and was its first Managing Director.

Chris joined the Civil Service in May 2015 as Commercial Director at the Department for Business, Innovation and Skills before assuming the appointment of Operations Director at the Department for Business, Energy and Industrial Strategy.

He has been a board member of a housing association, Newham Legacy Investments and E20 Stadium. He has also been a Non-executive Director of the government-owned companies UK Shared Business Services and South Tees Site Company.
