Consultation description

We want to know what you think about our proposed changes to the Fisheries Concordat. The fisheries concordat sets out arrangements for licensing fishing vessels and allocating fish quota received through the EU’s Common Fisheries Policy.

Our plans include changing when fishing vessel owners can move the management of vessels from one UK administration to another. They also give administrations more flexibility to retain the quota allocations for vessels fishing from their ports.

From 7 December 2016, English, Welsh and Northern Ireland administrations have suspended the issue of Fixed Quota Allocation transfer forms (FQA 2 forms) until further notice. This suspension applies to applications for transfers from an English, Northern Irish, or Welsh licence to a Scottish licence. This mirrors the arrangements in place in Scotland since 2014.
