DIO major procurement areas

Defence Infrastructure Organisation (DIO) procurement contracts.

DIO is currently developing and procuring contracts to deliver hard and soft facilities management for the UK Defence estate. The largest of these procurements are:

  • Defence Soft Facilities Management Programme (Def SFM)
  • Private Finance Initiative (PFI) Replacement Programme Phase Two – Aquatrine Reprovisioning
  • Private Finance Initiative (PFI) Replacement Programme Phase Three

In addition, DIO routinely undertakes a wider range of smaller procurement initiatives which includes construction projects as well as facilities management contracts covering the UK and overseas estates, through a mix of standalone and Crown Commercial Service arrangements. The Defence Soft Facilities Management (Def SFM) Programme

The Defence Soft Facilities Management Programme will deliver a core set of standardised Soft FM contracts across six UK regions. They will replace the Hestia contracts to provide vital services such as catering, retail, cleaning, and waste to Defence sites to support Defence outputs and the welfare of service personnel.

Private Finance Initiative (PFI) Replacement Programme Phase Two – Aquatrine Reprovisioning

The PFI Replacement Programme is a four-phase programme considering the future commercial arrangements for service provision, following the expiry of each of DIO’s twelve infrastructure and utility PFIs.

Phase Two considers the reprovision of three Aquatrine PFI contracts. Aquatrine is the Ministry of Defence’s (MOD) Great Britain-wide water and wastewater Public Private Partnership project and one of the largest water and wastewater PFIs in Europe.

Private Finance Initiative (PFI) Replacement Programme Phase Three

Phase Three of the PFI Replacement Programme will consider how best to deliver Facilities Management (FM) successor arrangements to several flag-ship establishments integral to the MODs core outputs. The establishments currently in scope are Defence Academy Shrivenham, MOD Main Building, Northwood Headquarters, MOD Corsham, and Devonport Naval Base (Armada).
