Testing traders' systems: routes and badges
HMRC can receive all EDIFACT messages (including Intrastat, European Sales Lists and CHIEF Messages) via SMTP email services, email attachments over the Internet or via a Community System Provider (CSP).

Setting up to test
Before a trader can formally test their data on CHIEF the authorising officer must complete form PA1. Please see sample forms (PA1 (Word 49KB), PA2 (Word 47KB) and PA3 (Word 48KB)) and completion notes later in this section at CFSP15550.
Applicants who wish to use the DTI System route to CHIEF for Supplementary Declarations only via an inland CFSP EPU, must firstly confirm use of an existing frontier badge or obtain a CHIEF badge from their DTI System Operator. They must then inform their authorising officer so that the officer can include this on the PA1 at before the form is sent to CHIEF Operations.
For applicants wishing to transmit their declarations through EDCS, a role and location will be allocated by CHIEF Operations their own role, or if they will be using a third party’s role a supp dec and agent indicator will be placed against their EORI on CHIEF.
