Customs Authorisation and Approval

Applying for Customs Authorisations and Approvals: Applying for Customs Supervised Exports (CSE), including Designated Export Places (DEPs)

DEPs are a national facilitation and are not affected by the introduction of the Union Customs Code.

However, once the new Code comes into force in May 2016 it is the intention of HMRC to review the operating procedures of DEPs in line with AEO requirements. There will be consultation with the Trade.

Until that time DEPs can continue to be authorised under current guidelines.

Applications for a DEP should be made using C&E form 42

With the removal of Local Clearance Procedure (LCP) under the Code, HMRC are creating the Customs Supervised Exports (CSE) scheme.

CSE will ultimately combine the current LCP and DEPs schemes.

Applications for CSE should be made using C&E form 48, clearly marked as CSE.
