Apply for plant export certificates and inspections

Use this service to apply for certificates and inspections if you export plants from England and Wales.

Applies to England and Wales

Use this service to apply for:

  • a phytosanitary certificate to export plants and fresh produce, processed plant products, grain, seeds, bulbs, potatoes or used farm machinery
  • a re-forwarding certificate to re-export plants and fresh produce, processed plant products, grain, seeds, bulbs, potatoes or used farm machinery
  • a certificate of conformity

You can also:

  • copy existing applications for certificates
  • see the status of your application

If you are applying to export fruit, vegetables or cut flowers, you may have the option to apply under the plant health exports audited trader scheme (PHEATS).

You’ll need a Government Gateway account - if you do not already have one, you can set one up.

Before you start

Check the rules about your commodity set by the IPPC official contact in the importing country. You may not need to apply for a certificate.

You need a re-forwarding certificate to re-export goods. Re-export (also known as re-forwarding) is when goods are imported into a country and then exported to another country. Find out more about re-exporting.

You apply a different way to export plants from Scotland and Northern Ireland. Contact the plant health authorities in Scotland and Northern Ireland for more information.

There’s a different process for exporting wood, wood packaging or products made from wood.

  1. Removed the sentence ‘do not apply earlier than 14 days from your planned export date as your certificate will expire'. You no longer have to apply within 14 days.

  2. Certificates for potatoes and bulbs can now be applied for through the 'Apply for plant export certificates and inspections' service.

  3. Due to changes in Plant Health Exports Service (PHES) requirements, bulbs have been removed from the list of commodities you can apply online through eDomero.

  4. Certificates for seeds can now be applied for through the 'Apply for plant export certificates and inspections' service.

  5. You can now use the 'apply for plant export certificates and inspections' service to apply for a certificate of conformity.

  6. Phytosanitary certificates for grain can now be applied for through the 'Apply for plant export certificates and inspections' service.

  7. Added if you are applying to export fruit, vegetables or cut flowers, you may have the option to apply under the plant health exports audited trader scheme.
