Publication of Independent Report on Procurement in the BVI

The Governor announced on 17 March that the Independent Report on Procurement in the BVI would be made publicly available.

This was published under the 2010 to 2015 Conservative and Liberal Democrat coalition government

As announced in his address on 17 March, the Governor has requested the attached report on Procurement in the BVI be made publicly available. The report by Mr Nigel Hearden, a respected independent consultant with expertise of small island procurement policies, was commissioned by the Governor. Mr Hearden was requested to examine all the relevant reports and current legislation to consider the extent that an earlier report on the general issue of procurement policy, by the Caribbean Development Bank addressed sufficiently the specific issues raised by the BVI Public Accounts Committee and the Auditor General’s reports in relation to the concerns regarding certain major projects in the BVI.
