The success of flood incident management (FIM) depends on many operational components, including:

  • rain and flow gauges
  • telemetry and communication systems
  • hydrological and hydraulic models
  • data interpretation
  • decision-making

This project proposes a range of performance indicators to measure the process and outcomes of FIM.

This research formulates a framework and outlines tools to assess the probability and impacts of various modes of ‘failure’ in the chain of response. It recommends the adoption of a three-tiered approach to risk assessment in FIM. This would allow appropriate effort to be applied based on several factors, including:

  • decision-making requirements
  • scale of risk
  • degree of uncertainty
  • size of catchment
  • the unique characteristics of the catchment

This project ran from 2005 to 2006.
