Details

This project scopes a Performance-based Asset Management System (PAMS) providing improved methods for managing flood defence assets. The overall aim is to manage flood risk as efficiently and effectively as possible by inspecting, maintaining, repairing and replacing flood defences in order to achieve the required performance and reduce risk.

As PAMS is developed it’ll:

  • replace existing maintenance and improvements
  • apply to all flood defence assets - embankments, walls, and tidal, river and sea defences
  • apply to structures that have a primary flood defence function - gates, sluices and pumps

This project recommends the:

  • improved inspection and condition assessment of defences that recognise the relationship between the condition of an asset and its performance
  • increased use of hazard indexing for rapid assessment of the criticality of an asset

The findings and recommendations of this scoping study will be taken forward in Phase 2 (the development, application and evaluation of tools and techniques). Phase 3 will see the widespread implementation of the new methods.

This project ran from 2003 to 2005.
