Introduction

In January 2026 the government published its Warm Homes Plan to upgrade up to 5 million homes by 2030. The Warm Homes: Social Housing Fund (WH:SHF) is part of this plan, installing energy efficiency upgrades and low-carbon heating measures in English social housing. The scheme provides funding to local authorities, combined authorities, registered providers of social housing, and registered charities that own social housing in England.

WH:SHF was formerly known as SHDF Wave 3. Draft Guidance for this scheme was published on 13 May 2024, and social housing landlords had the opportunity to ask clarification questions by mid-June 2024. The delivery window opened in April 2025.

What you need to know about these statistics

The data contained in these statistics is based on returns submitted by 94 of the 138 participating Grant Recipients by mid-July 2026, reporting activity to the end of June 2026.

All figures in this publication are provisional and subject to revision. Previous schemes have seen significant upward revisions to early publications, and we expect to see the same for the WH:SHF. We have identified issues with Grant Recipients under-reporting completed measures and are working to mitigate this. These figures are an accurate representation of reporting from the Grant Recipients that provided lodgment data that:

  • could be linked to a record in the TrustMark database
  • had recorded valid address information, measure types, completed installation dates and were not duplicated records

However, these figures are likely to under-report actual activity. In particular, there is likely to be significant underreporting in the most recent months presented in the statistics.

Key statistics

Total homes upgraded

  • There has been a significant upward revision to the figures this month due to Grant Recipients reporting more records, and valid installation dates and measure type information being made available for more measures in previous months.
  • There have been around 24,140 measures reported by Grant Recipients in around 11,980 households in the WH:SHF.
  • Around 5,860 measures were reported by Grant Recipients in March 2026 in around 2,710 households. This represented around 24% of all measures reported so far.

Delivery by measure type

  • Across the WH:SHF, Solar PV was the most common type of measure, accounting for 35% of installations reported by Grant Recipients, followed by Loft Insulation (28%) and Heating controls (8%) measures (Figure 2).

The data used in this chart can be found in Table 2 of the accompanying tables. Other Insulation includes Cavity Wall Insulation, Solid Wall Insulation and Flat Roof Insulation. Other Low Carbon Heating and Other Electricity Related measures include all other forms of Low Carbon Heating or Electricity Related measures not listed.

Delivery by region

  • The North East region has the most homes upgraded through WH:SHF (20% of total WH:SHF homes reported by Grant Recipients), followed by the North West (16%), West Midlands (13%), East of England, East Midlands and South East (each at 12%).

  • Households in the North West have received the highest number of measures per household on average at 2.44.

  • The regions have significantly different numbers of households and participating Grant Recipients that might have an impact on these trends.
