Warm Homes: Local Grant statistics - July 2026

Introduction

In January 2026, the government published its Warm Homes Plan to upgrade up to 5 million homes by 2030. The Warm Homes: Local Grant (WH:LG) is part of this plan. It is a government-funded scheme delivered by Local Authorities that provides grants for energy performance upgrades and low carbon heating to low-income households living in the worst quality, privately owned homes in England to achieve energy bill savings and carbon savings. These upgrades are open to all fuel types, including on-gas-grid households (those heated by mains gas), and off-gas-grid households (those heated by electricity, oil, coal, or liquid petroleum gas).

£15bn has been committed to the Warm Homes Plan, with £4.4bn committed to Low-income homes grants. Of this £0.5bn has been allocated to the WH:LG to be delivered from April 2025 to March 2028. The expression of interest window for Local Authorities interested in participating in the scheme closed on 1 December 2024, and funding allocations were made to Local Authorities in early 2025. 74 projects involving 271 LAs (over 97% of eligible LAs in England) have been allocated funding.

What you need to know about these statistics

The data contained in these statistics is based on returns submitted by 68 of the 74 participating Grant Recipients by mid-July 2026, reporting activity from the start of delivery in April 2025 to the end of June 2026.

All figures in this publication are provisional and subject to revision. Previous schemes have seen significant upward revisions to early publications, and we expect to see the same for the WH:LG. We have identified issues with Grant Recipients under-reporting completed measures and are working to mitigate this. These figures are an accurate representation of reporting from the Grant Recipients that provided lodgment data that:

• could be linked to a record in the TrustMark database
• had recorded valid address information, measure types, completed installation dates and were not duplicated records

However, these figures are likely to under-report actual activity. In particular there is likely to be significant underreporting in the most recent months presented in the statistics.

Key statistics

Total homes upgraded

• To the end of June 2026, there have been around 10,460 measures reported by Grant Recipients in around 5,100 households in the WH:LG.
• There has been a significant upward revision to the figures this month due to Grant Recipients reporting more records, and valid installation dates and measure type information being made available for more measures in previous months.
• In March 2026, around 3,460 measures were reported by Grant Recipients in around 1,480 homes, accounting for approximately one third of all reported measures. This was a notably higher volume of activity compared with other months.

Delivery by measure type

• Across WH:LG, Solar PV was the most common measure type, accounting for 38% of installations reported by Grant Recipients. Insulation measures accounted for around 24% of WH:LG measures, followed by Batteries (17%) measures (Figure 2).

The data used in this chart can be found in Table 2 of the accompanying tables. Other Insulation includes Cavity Wall Insulation, Solid Wall Insulation and Roof Insulation. Other Low Carbon Heating/Electricity Related measures include all other forms of Low Carbon Heating/Electricity Related measures not listed.

Delivery by region

• The South East region has the most homes upgraded through WH:LG (24% of total WH:LG homes upgraded reported by Grant Recipients), followed by the North West (19%), East of England (14%), London and Yorkshire and The Humber (each at 8%). The regions have significantly different numbers of households and participating Grant Recipients that might have an impact on these trends.
