These agreements, signed between the Secretary of State for Transport and Welsh Ministers, are a suite of devolution agreements which supplement the Welsh Ministers (Transfer of Functions) (Railways) Order 2018. The Welsh Government is responsible for the management of the new Wales and Borders franchise (due to start in October 2018). The agreements set out franchise arrangements for funding, the specification and management of services and the exercise of operator of last resort responsibilities.
The agency agreement 3, definitions agreement, funding and outputs agreement and subcontracting of operator of last resort services agreement were all executed on 31 May 2018. The cooperation and collaboration agreement was executed on 14 June 2018.
