UK-Kazakhstan Strategic Dialogue 2022: joint statement

Joint statement by the Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom of Great Britain and Northern Ireland, James Cleverly, and the Deputy Prime Minister and Minister of Foreign Affairs of the Republic of Kazakhstan, Mukhtar Tileuberdi. 20 December 2022, London

The Secretary of State for Foreign, Commonwealth and Development Affairs of the United Kingdom of Great Britain and Northern Ireland, James Cleverly, and the Deputy Prime Minister and Minister of Foreign Affairs of the Republic of Kazakhstan, Mukhtar Tileuberdi, held the sixth Strategic Dialogue between Kazakhstan and the United Kingdom on 20 December 2022.

Welcoming the achievements of Kazakh-British diplomatic relations over the past 30 years, the Foreign Ministers discussed a range of global and regional issues and promising future areas for bilateral cooperation and strategic partnership.

The Ministers confirmed their intention to further enhance the close bilateral relationship, through:

  • strengthening cooperation in the political, trade and economic spheres, including by signing a new Strategic Partnership and Cooperation Agreement between Kazakhstan and the UK in 2023

  • holding the ninth annual session of the Kazakh-British Intergovernmental Commission on Trade, Economic, Scientific, Technical and Cultural Cooperation in London in February 2023

  • promoting inter-parliamentary cooperation in different fora, and in particular the planned visit of British parliamentarians to Kazakhstan in 2023

The Ministers noted that the UK has been a leading partner and investor in Kazakhstan over the past 30 years, with investments of over £13 billion since 2005, and over 600 British companies registered in Kazakhstan. They discussed measures to combat climate change and build a high-tech green economy, including Kazakhstan’s commitment to Net Zero by 2060 and the UK’s strategy to build a 21st century hydrogen economy.

The Ministers expressed deep concern about the situation in Ukraine, noting the mutual desire to contribute to strengthening peace, security and stability at the global and regional levels. They also stressed their unwavering commitment to international law and the fundamental principles of the UN Charter.

The Ministers agreed on the importance of maintaining a bilateral dialogue on issues of international security, human rights and economic development, as they arise within the frameworks of the UN, the OSCE, and other multilateral platforms. The Foreign Secretary expressed support for the political and socio-economic reforms being carried out in Kazakhstan aimed at building a fair state, a fair economy and a fair society.

The Ministers looked forward to the further development of the UK-Kazakh Strategic Partnership and Mr Tileuberdi invited Mr Cleverly to visit Kazakhstan in the near future.
