2. Economic statement

Wales house prices increased by 2.2% in the year to December 2019, down from 5.5% in the year to November 2019. Wales house prices were growing at the same rate as the UK annual rate of 2.2% in the year to December 2019. On a non-seasonally adjusted basis average house prices in Wales fell by 2% between November 2019 and December 2019, compared with an increase of 1.3% during the same period a year earlier (November 2018 and December 2018). On a seasonally adjusted basis, average house prices in Wales fell by 1.7% between November 2019 and December 2019.

Comparing the provisional volume estimate for October 2018 with the provisional estimate for October 2019, volume transactions fell by 0.8% in Wales, from 3,911 to 3,880. UK volume transactions fell by 0.2%, from 85,411 to 85,225, over the same period.

In Wales, 17 out of 22 local authority areas showed an increase in average prices in December 2019 when compared with December 2018. Blaenau Gwent and Merthyr Tydfil showed the strongest growth, rising by 14.2% to £101,642 and 13.6% to £120,111.

Of all property types, terraced houses showed the biggest increase, rising by 2.7% in the year to December 2019 to £128,335. The smallest increase of all property types was for detached houses, with an increase of 2.4% to £251,879.

As with other indicators in the housing market, which typically fluctuate from month to month, it is important not to put too much weight on one month’s set of house price data.

In December 2019, the most expensive area to purchase a property was Monmouthshire, where the average cost was £280,000. In contrast, the cheapest area to purchase a property was Blaenau Gwent, where the average cost was £102,000.

Published transactions for recent months will increase as later registered transactions are incorporated into the index.

Comparing the provisional volume estimate for October 2018 with the provisional estimate for October 2019, volume transactions decreased by 0.8% in Wales.

UK Property Transaction Statistics published by HM Revenue & Customs (which differ in coverage but are more complete for this period) report that on a non-seasonally adjusted basis, volume transactions increased by 0.2% in Wales in the year to October 2019.

5. Property status

Transactions involving the creation of a new register, such as new builds, are more complex and need more time to process. This means they can take longer to appear in the land registers. The volume of new build transactions for the most recent two months are not at a reliable level for reporting the breakdown between new build and existing resold property, so they are not included in the report.
