Details

This toolkit provides support to local transport authorities (LTAs) in England to help them develop their own travel demand management (TDM) programme that will:

  • support LTAs in managing the effects of the coronavirus (COVID-19) pandemic on the transport system
  • manage a range of other scenarios where there are increased pressures on the transport network or a mismatch between supply and demand

This report was produced by Mott MacDonald for the Department for Transport in December 2020.

Since the report was distributed to LTAs, there have been a number of further changes to COVID-19 restrictions and guidance; however, this does not affect the function and role of the toolkit.

Guidance updated: this version can be used more widely to develop TDM plans to support LTAs as they emerge from the COVID-19 pandemic, and crucially it is also a legacy tool to manage a range of other scenarios when there are pressures on the transport network or during times of higher demand.
