The Environment Agency has received an application to vary an environmental permit under the Environmental Permitting (England and Wales) Regulations 2016 involving substantial change to a permit from Blancomet Recycling UK Limited.

Regulated facility type

The variation is to allow the site to store and bulk up hazardous batteries by chemistries (repackaging of hazardous batteries). The site is already permitted to store and treat hazardous waste under the following installation and waste operation activities:

• S5.6 A1(a) - Temporary storage of hazardous waste with a total capacity exceeding 50 tonnes lead acid batteries and there will be no changes to this activity.
• S5.3 A1(a)(ii) - Disposal or recovery of hazardous waste with capacity exceeding 10 tonnes per day involving physico-chemical treatment (treatment of hazardous catalytic converters).
• S5.3 A1(a)(ii) - Disposal or recovery of hazardous waste with capacity exceeding 10 tonnes per day involving physico-chemical treatment (treatment of lead acid batteries).
• Treatment of non-hazardous catalytic converters.
• Granulation of non-hazardous wiring looms.
• Storage and transfer of non-hazardous waste.

As part of this variation, additional EWC codes are proposed to be added to the permit, mainly under the S5.6 hazardous waste storage activity - 16 06 02, 16 06 03, 16 02 15, 20 01 33, and under the storage and transfer of non-hazardous waste - 16 06 04, 16 06 05, and 20 01 34.

• An additional storage location for batteries storage in ISO container will be constructed at the NE corner of the car park (stockpile 14).
• Storage quantities will increase by a maximum of 30 tonnes in new stockpile 14.
• Treatment of hazardous cables by granulation is being regularised because the site is already permitted to undertake the non-hazardous waste equivalent.
• There will be no changes to the site area or annual tonnages of waste that the site is permitted to treat.
