Details of the application

The Environment Agency has received an application to vary an environmental permit under the Environmental Permitting (England and Wales) Regulations 2016 involving substantial change to a permit from C. Bialek Limited.

Regulated facility type

As part of a Voluntary Improvement Plan entered into by the Operator with the Environment Agency this variation application is to regularise the operations on the site. The changes proposed:

  • The expansion of the permitted area to include new buildings where sorting and separation activities are undertaken and an area now used for storage.
  • Update the permit to modern conditions to include allocation of European Waste Catalogue (EWC) codes in the permit.
  • To change the primary activity from a Non Hazardous waste transfer station to a hazardous waste transfer station accepting less than 10 tonnes per day with a maximum storage capacity of 10 tonnes of Hazardous wastes.
  • The addition of a new physical treatment activity to include baling, shredding and the use of a trommel for separating waste.
  • Increase in annual tonnage from 35,000 tonnes per annum to 42,000 tonnes per annum.
  • The regularisation of the impermeable pavement and sealed drainage to extend to the whole of the proposed permitted area with kerbing and a fall to the centre of the site. All effluent from the site is drained to a central sump where it is stored prior to removal off-site by tanker.
