Slough Borough Council Directions under section 15(5) and (6) of the Local Government Act 1999
Explanatory Memorandum
The Secretary of State for Housing, Communities and Local Government (“the Secretary of State”) has exercised powers under section 15(5) of the Local Government Act 1999 (“the 1999 Act”) in relation to Slough Borough Council (“the Authority”) to secure its compliance with the Best Value Duty.
This Memorandum is intended as a companion document to the Directions and Memorandum issued on 20 November 2024. This Memorandum summarises the circumstances in which the Secretary of State has made changes to the Commissioner team, announced on 15 July and which came into force on 17 August 2026.
Changes to the Commissioner Team from, 17 August 2026
Following notification from Will Tuckley that he intended to step down as Managing Director Commissioner, Ministers considered how best to maintain continuity of leadership while supporting the Authority’s ongoing recovery. Representations were sought from the Authority on the proposed appointment of a successor Commissioner. The Authority supported the proposed approach and recognised the importance of leadership continuity as it continues its improvement journey.
Having considered the Authority’s representation and the requirements of the intervention, the Secretary of State appointed Dr Dave Smith as Managing Director Commissioner for Slough Borough Council.
