Details

This research presents results from the evaluation of the second CCA scheme which started in 2013.The research was conducted between 2018 and 2020.

Phase 1

  • a literature and evidence review on voluntary agreements
  • piloting of micro- and macro-economic methods
  • reanalysis of past survey findings from evaluations of other schemes
  • production of an evaluation plan and theory of change

Phase 2

  • a quantitative telephone survey of 387 CCA participants
  • an online survey with sector associations and in-depth interviews with 19 sector bodies
  • in-depth interviews with 23 CCA participants, 9 non-participants and 3 energy consultancies
  • micro-economic analysis of energy consumption and economic variables
  • macro-economic modelling on energy demand and economic variables
  • cost-effectiveness analysis drawing on evidence across the workstreams
  • synthesis using contribution analysis and a theory of change

The impact evaluation was undertaken by CAG Consultants in partnership with University College London (UCL), Winning Moves, Cambridge Econometrics, Verco and Strategy Development Solutions.
