River Thames: lock base mooring privacy notice

This privacy notice explains how we will process personal data related to: 

  • applying for a base mooring at a lock on the non-tidal River Thames 
  • entering into a lock base mooring agreement with the Environment agency to moor your boat at a lock on the non-tidal River Thames 

Controller and Data Protection Officer contact details

We are the Environment Agency, and as a Navigation Authority we manage certain base moorings on the non-tidal Thames.

The Environment Agency is the controller for the personal data we process under the UK General Data Protection Regulation (UK GDPR) and Data Protection Act 2018 (DPA 2018). Our contact details are available on GOV.UK.

Why we may process your personal data

We are allowed to process your data in order to prepare for entering into an agreement with you at your request. This agreement gives you permission to moor on land owned by the Environment Agency, subject to certain restrictions.

The lawful basis for processing your personal data is that it is necessary for taking steps at your request prior to entering a contract and for performance of a contract. If you do not provide all information requested then we will not be able to process your mooring application.

What personal data we collect 

If you decide to provide it, the Environment Agency collects your: 

  • name
  • address
  • contact details (including email address and telephone number)
  • boat details (including name, size, type and registration details)
  • mooring details (including location)

What we do with your personal data 

We collect personal data from you directly using the registration form online. We use your personal data to:

  • process your application for a base mooring 
  • issue your mooring permit 
  • make sure conditions of the mooring are met and take enforcement action if you do not keep to the conditions of the mooring agreement
  • check our boat registration database to confirm registration information
  • contact you about our service and ask for your feedback

We do not share your personal data with any other party without your consent unless we are required or permitted to do so by law.

We do not use your data to make an automated decision or for automated profiling.

Who we share your personal data with  

We will share your personal data with Shared Services Connect Limited (SSCL) who process your data on our behalf. SSCL use the personal data to send invoices, payment reminders and refunds where applicable.

SSCL is a data processor. Data processors working on our behalf will only use your personal data in line with this privacy notice. 

We will not share or disclose any other personal data to any other party outside the Environment Agency without your explicit consent, unless we are lawfully able to do so. 

Where your personal data is processed and stored 

The Environment Agency store and process your personal data on our servers in the UK. 

SSCL store and process your personal data on their servers in the UK. They also store hard copies of your personal data with a third-party document storage supplier in the UK. 

How long we keep your personal data 

If you have an active mooring agreement, the Environment Agency keep your data for 6 years after the agreement ends. We may keep it longer if needed for legal reasons. 

For invoices and credit notes, SSCL keep your data for at least 7 years for audit purposes. 

If you are on a waiting list for a mooring, we will keep your data for 12 months from your last expression of interest. If you do not renew your interest in a mooring every 12 months, we will delete your data. 

Changes to this notice

We may change this privacy notice. In that case, the ‘last updated’ date at the bottom of this page will also change. Any changes to this privacy notice will apply to you and your data immediately.

If these changes affect how your personal data is processed, we will take reasonable steps to let you know.
