Lord Bew led a small review panel to review key stage 2 testing, assessment and accountability. An online call for evidence launched on 25 November 2010 and closed on 17 February 2011. Nearly 4,000 online responses were received, oral evidence was taken from 50 stakeholders, and many written submissions were sent in.

As a result of this evidence, one of the main early decisions for this review was to define the purposes of statutory assessment in primary education and what it should achieve in the future. This report outlines the evidence and ranges of opinion, but does not include any recommendations. They are outlined in the final report.
