Details

Research looking into the appraisal treatment of a specific road scheme that is part of a programme and may therefore interact with the other programme schemes. These schemes may be:

  • complementary with the scheme under consideration, such as a series of schemes within a corridor
  • competing with the scheme under consideration, such as if improvements in parallel corridors are also under consideration

The findings of this research were that:

  • programmatic appraisal is important within the overall appraisal where schemes are materially related to other schemes under consideration
  • scheme relationships may evolve with varying levels of demand and, therefore, multiple years of assessment should be carried out

This research, which was conducted in 2019, contributes to the development of the appraisal and modelling strategy.
