1. Details of the application

The Environment Agency has received an application to vary an environmental permit under the Environmental Permitting (England and Wales) Regulations 2016 involving substantial change to a permit from Veolia ES Cleanaway (UK) Limited.

The operator has applied to add the following activities to the permit:

  • Physical treatment for recovery of nominally empty waste paint containers (or other containerised liquids) to separate the residual liquid contents from their solid containers facilitating size reduction for transport and separating streams for recovery. This process will treat both hazardous and non-hazardous waste types but will principally be for processing of water based paint from HWRC sites.
  • Physical treatment for recovery of waste nitrous oxide cylinders through a plant which converts the gas into nitrogen and oxygen which can be released harmlessly to the atmosphere.
  • The addition of several EWC which will be treated through the existing activities on site.

The proposed changes will require the addition of the following activities:

  • S5.3 (a)(ii) – Physico-chemical treatment activity for recovery activity for treatment of nitrous cylinders activity including, recovery of the metal cylinders.
  • S5.3 (a)(ii) – Physico-chemical treatment activity for processing of containers holding liquid including recycling/ reclamation of organic substances. This will be for the treatment for recovery of containerised hazardous wastes for recovery including liquid waste and metal or plastic containers. An associated DAA for manual pre-treament of nominally empty containers for the manual separation of solvent-based paints (hazardous) from water-based paints.
  • A waste operation for physical treatment of non-hazardous waste. This will be for the treatment for recovery of containerised non-hazardous wastes including liquid waste and metal and plastic containers.
  • Variation of the existing Section 5.3 A(1)(a)(iv) activity (AR2) to add waste codes.

The operational techniques and control measures for the activities were reviewed and included in the application, including those associated with the new waste types.

There are no emissions to land, surface water or sewer as a result of this variation.
