As part of an incident that the International Association of Bookkeepers (IAB) notified us of, we found that the IAB had not issued qualification certificates to a number of learners. The affected learners had taken their assessments, had been issued with results and had a valid entitlement to certificates. Certificates had been withheld by IAB due to non-payment of the fees from the training provider. Achievement data had been released to the training provider which allowed it to claim for and recover funding for the full awards from funders. However, the training provider then failed to pay the learner registration fees to IAB.

IAB accepted that it had breached our General Conditions of Recognition in relation to the issuing of certificates, it gave us an undertaking to issue outstanding certificates to secure compliance with the Conditions.

IAB completed the steps specified in the undertaking and issued certificates to affected learners, the matter has now been closed.
