Global Clean Power Alliance: finance mission update (June 2026)

Today (23 June), at London Climate Action Week, the United Kingdom and Brazil have jointly set out the latest progress under the Global Clean Power Alliance (GCPA) Finance Mission, including the publication of new country Action Plans and steps to strengthen delivery through enhanced international collaboration.

This update marks a further shift from policy development to implementation, with an expanded set of country partnerships and practical tools to support Emerging Markets and Developing Economies (EMDEs) to access private finance for clean energy transitions.

New country Action Plans

The GCPA Finance Mission is publishing a new set of GCPA Finance Mission country Action Plans with Brazil, Morocco and Tanzania. These build on the first set of Action Plans published at COP30 in November 2025 for the African Union, Caribbean, Chile, Colombia and Mozambique.

These Action Plans set out priority areas where the Finance Mission will work with partner governments, in response to their specific requests for support. They remain demand-led and focused on supporting countries to strengthen energy investment planning (including through country platforms), develop pipelines of bankable projects, and mobilise private finance at scale.

Strengthening delivery through enhanced collaboration

The United Kingdom is progressing work to integrate the Energy Transition Council (ETC) into the GCPA Finance Mission, to enhance and streamline our offer to partner countries. Launched in the lead up to COP26, the ETC brings its significant experience in supporting EMDEs on clean energy transitions through practical, country-focused engagement and the provision of technical assistance. 

This integration will provide the Finance Mission’s partners with a more comprehensive, end-to-end offer: supporting the translation of policy and regulatory ambition into a strong, investment-ready pipeline capable of attracting significant international capital.

This expansion will broaden the global reach of the Finance Mission and increase the diversity of countries and contexts in which it operates. The Finance Mission is exploring Asian partner country interest in transitioning into the Finance Mission, as well as regional support for energy transition priorities across ASEAN.

Supporting investment-ready pipelines

Alongside this expansion, the Finance Mission is progressing work with Brazil to strengthen country platform approaches to clean energy investment. This includes bringing Brazil Hubs work on industrial decarbonisation under the Finance Mission, and working with the Green Finance Institute to develop a Project Preparation Facility within Brazil’s Climate and Ecological Transformation Investment Platform.

This work aims to support the development of credible, investment-ready pipelines of projects, particularly in priority areas such as grids and transmission, which have been identified by a number of Finance Mission partner countries as critical to enabling clean energy transitions.

London Climate Action Week and next steps

These developments are being announced alongside a Global Clean Power Alliance Finance Mission event at London Climate Action Week focused on grid project preparation. This reflects the Finance Mission’s focus on supporting countries across its three core pillars – people, plans and projects – and responds to growing demand for support to develop bankable grid and transmission projects. At the event, ‘Friends of the GCPA FM’ and other partners will discuss priority projects directly with FM partner governments to identify priority actions to accelerate their readiness for investment.

The Finance Mission will continue to work with partner countries, international organisations, and private investors to scale clean energy investment, with a focus on delivering practical support that accelerates implementation on the ground.

The GCPA Finance Mission is also continuing to work closely with the GCPA Supply Chains Mission. The Supply Chains Mission supports clean power supply chains,  removing barriers to rolling out clean energy, and strengthening energy security. At London Climate Action Week, the Supply Chains Mission marked continued partnerships with the International Energy Agency (IEA) and the Utilities for Net Zero Alliance (UNEZA), including the London launch of the International Energy Agency’s Energy Technology Perspectives report and UNEZA’s ‘Call to Action’, a commitment from leading industry players to collaborate and tackle bottlenecks in grids’ supply chains.

Background

The Global Clean Power Alliance (GCPA) Finance Mission was launched by the Prime Minister of the United Kingdom and the President of Brazil at the G20 summit in November 2024. It aims to scale clean energy investment in Emerging Markets and Developing Economies in line with the Global Stocktake goals of tripling renewable energy capacity and doubling energy efficiency globally by 2030. This update builds on earlier ones published in June and November 2025.

The Finance Mission focuses on supporting countries to access private finance through strengthening energy investment planning, building pipelines of bankable projects, and supporting effective country-led platforms for clean energy transitions.
