This is an evaluation report about rounds 1 to 3 of the First of a Kind rail innovation programme competition, which took place between 2017 and 2020.

The report features:

  • an impact evaluation of the effectiveness of the programme
  • a process evaluation including insights into whether the programme is being implemented as intended

The research was conducted by external consultants, Steer, on behalf of the Department for Transport in 2021.
