Human Tissue Authority – interim chair

William Horne’s appointment as interim chair of the Human Tissue Authority has been extended from 10 April 2019 to 30 September 2019, or until a new chair is appointed.

The appointment will continue to involve a time commitment of 2 to 3 days per week. Remuneration for the role will continue to be at a rate of £42,000 per year.

This appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the Commissioner for Public Appointments.

In accordance with the code, there is a requirement for appointees’ political activity (if any declared) to be made public. Mr Horne has not declared any political activity.

Review Body on Doctors’ and Dentists’ Remuneration (DDRB) – chair and member

Professor Sir Paul Curran and Professor Kevin Lee have had their terms extended as chair and member of the Review Body on Doctors’ and Dentists’ Remuneration (DDRB) respectively. Sir Paul’s term has been extended for 3 months from 1 April 2019 and Kevin’s term for a further month from 1 June 2019.

Helen Jackson has been appointed as a member of the Review Body on Doctors’ and Dentists’ Remuneration (DDRB) for 3 years from 1 July 2019. The appointment will involve a time commitment of 15 days per year, plus preparation time for reading meeting papers and remuneration will be at a rate of £300 per day.

NHS Pension Board – chair

Helen Miles has been appointed as the chair of the NHS Pension Board for 3 years from 1 April 2019. The appointment will involve a time commitment of up to 3 days per month. Remuneration for the role will be at a rate of £13,137 per year.

Professor Alistair Leanord has been appointed as chair from 11 March 2019 for 3 years. The role will involve a time commitment of up to 8 days per year.

Jane Binyon, David Livermore, Michael Moore, Peter Moss and Andrew Wilson have been reappointed as members from 19 October 2018 for 3 years. These roles will involve a time commitment of up to 8 days per year.

There is no remuneration for these posts. However, expenses will be paid in line with Department of Health and Social Care policy.

Pay Review Bodies – members

Nora Nanayakkara has been appointed as a member of the Review Body on Doctors’ and Dentists’ Remuneration from 1 March 2019 until 31 July 2022.

Richard Cooper has been appointed as a member of the NHS Pay Review Body from 1 March 2019 until 31 July 2022.

NHS Business Services Authority – non-executive director

Debra Bailey has been reappointed as a non-executive director of the NHS Business Services Authority for 3 years from 1 June 2019.

Alison Smith has been appointed as chair from 1 September for 3 years. The role will involve a time commitment of up to 9 days per year.

Una Cuthbert, Dr Andrea Hilton and Vera Todorovic have been reappointed as members from 1 November 2018 for 3 years. These roles will involve a time commitment of up to 3 days per year.

Advisory Committee on Clinical Excellence Awards – medical director

Dr Mary Armitage has been reappointed as the medical director of the Advisory Committee on Clinical Excellence Awards for one year from 1 April 2019.

The appointment will continue to involve a time commitment of, on average, up to 2 days per week. Remuneration for the role will be at a rate of £52,540 per year.

National Joint Registry Steering Committee (NJRSC) – member

Timothy Wilton has been appointed as member (medical director and vice chairman) of the National Joint Registry Steering Committee from 1 January 2019 for 3 years. The role will involve a time commitment of 2 days per week.

Remuneration will be £50,000 per year. However, these funds will be released to the appointee’s trust in order to cover backfill in the appointee’s absence and is not payable directly to the appointee. Any expenses payable will be paid in line with the NJR Expenses Policy.

Advisory Committee on the Safety of Blood, Tissues and Organs (SaBTO) – members

Mr Chris Callaghan, Dr Effrossyni Gkrania-Klotsas, Professor James Mason, Professor Mike Murphy and Professor Peter Simmonds have been appointed as members of SaBTO from 3 September 2018 for 3 years. The roles involve a time commitment of 8 days per year.

There is no remuneration for these posts. However, expenses will be paid in line with Department of Health and Social Care policy.

New and Emerging Respiratory Virus Threats Advisory Group (NERVTAG) – members

Professor Robert Dingwall and Dr G James Rubin have been appointed as members of the New and Emerging Respiratory Virus Threats Advisory Group from 15 October for 2 years.

Dr Benjamin Killingly has been re-appointed as member from 10 October for 2 years. Dr Matthew Donati has been extended as member from 10 October 2018 for 6 months.

The roles involve a time commitment of up to 2 days per year.

There is no remuneration for these posts. However, expenses will be paid in line with Department of Health and Social Care policy.

Care Quality Commission – Healthwatch England chair

Sir Robert Francis has been appointed as chair of Healthwatch England for 3 years from 1 October 2018.

Healthwatch England is a committee of Care Quality Commission (CQC), and is chaired by a non-executive director of the CQC.

Sir Robert’s appointment as a CQC non-executive director, which was due to end on 30 June 2020 has been extended to align with this appointment.

The appointment will involve a time commitment of 2 days per week and remuneration will be at a rate of £30,000 per annum for both roles.

This appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments.
