Detail of outcome

The document sets out the Government’s response to the consultation on the In-Home Display (IHD) Licence Conditions which ran between 3 August and 23 September 2015. These decisions relate to the benefits to be achieved by the roll out of smart meters to all domestic households in Great Britain by 2020. As part of the document, the Government describes how it will provide an opportunity for all suppliers to undertake trials and gather evidence on innovative engagement tools in place of the requirement to offer an IHD when installing a smart meter. The document also confirms the proposal to strengthen the IHD mandate, so that outside of these trials, suppliers must make an unconditional offer of an IHD to domestic consumers.

Consultation description

The consultation proposes to introduce flexibility in the licence to allow suppliers to undertake, with Secretary of State approval on a case by case basis, trials of alternative energy use engagement tools in place of In Home Displays (IHDs). At the same time the consultation proposes tightening certain IHD provisions in line with our original policy intent so that outside of these trials, the offer of an IHD is unconditional.
