The draft National Policy Statement (NPS) has been revised where appropriate, to take account of consultation responses and recommendations from Parliamentary scrutiny.

Read the final version of the National Policy Statement.

It was laid in Parliament on 4 July 2019, and, subject to the will of Parliament, will be designated in due course after that date.

The final Appraisal of Sustainability (AoS) and Habitats Regulations Assessment (HRA) reports will be published at the time that the final NPS is designated, alongside a Post Adoption Statement.

In total, there were 86 UK responses to the consultation from a range of organisations and members of the public. In addition, there were 360 campaign responses from members of the German public.

The responses raised a number of points regarding the draft National Policy Statement (NPS). The main themes included:

  • alternatives to disposal
  • alternative disposal methods
  • the need case for geological disposal infrastructure
  • general impacts
  • exclusionary criteria for siting of geological disposal infrastructure

Respondents expressed a range of positive through to negative views, tending towards the latter.

Consultation description

The purpose of this consultation is to gather views on whether the draft National Policy Statement (NPS) for Geological Disposal Infrastructure (GDF) provides an appropriate and effective framework for the Planning Inspectorate and the Secretary of State to examine and make decisions on development consent applications for geological disposal infrastructure in England.

National Policy Statements set out the need for particular Nationally Significant Infrastructure Projects (NSIPs), and are required, under the Planning Act 2008, to undergo a period of public consultation before they are published.

This consultation applies to residents of England and Northern Ireland.
