Having considered the responses and undertaken a review of the relevant legislation, the government intends to proceed with the proposed legislative amendments required to facilitate hydrogen heating grid conversion trials, alongside measures to strengthen consumer protection for those in the trial area. These changes will ensure that the Gas Distribution Network Operator running the village trial can do so in a safe and timely manner and that consumers are protected. We will progress the legislative changes in accordance with Parliamentary timelines.

Detail of feedback received

We received 18 written responses to this consultation. In addition, we held conversations with 23 key stakeholder organisations, ranging from Gas Distribution Network Operators and appliance manufacturers to trade associations, charities, and think-tanks.

The majority of responses to the consultation and virtual meetings were broadly supportive of the proposals to change legislation to enable the delivery of a grid conversion and virtually all respondents agreed with the consumer protections suggested in the consultation document.

Consultation description

The government’s Ten Point Plan for a Green Industrial Revolution sets out the ambition to support industry to deliver a hydrogen neighbourhood trial, and a village trial by 2025.

This consultation seeks views on proposals to legislate in order to allow Gas Distribution Network Operators to effectively carry out the activities needed to deliver a grid conversion hydrogen trial, and potentially to enhance existing consumer protections to ensure that those living in the trial area continue to receive fair treatment.
