The government hosted a public consultation from 20 June 2022 to 18 July 2022 on a set of proposals to reform the HGV Levy.

The consultation received 45 responses and this document provides a summary of these. It also outlines the government’s response and next steps.

Proposes introducing a replacement HGV levy in which carbon dioxide emissions, estimated according to the weight of the vehicle, are taken into account.

Consultation description

Seeks views on the proposal to:

  • align the suspended HGV levy with the environmental performance of the vehicle, using the weight of the HGV to approximate the carbon dioxide (CO2) emissions of the vehicle
  • ensure that the levy liability is as closely aligned as possible to when a foreign vehicle is used on a major road

We are also seeking opinions on whether the current structure of the levy, alternatively, should be retained.

The levy was suspended in August 2020 to support the haulage sector during the coronavirus (COVID-19) pandemic.
