This consultation was designed to gather evidence towards future work on regulatory sandboxes rather than test a specific proposal or regulatory change.
Respondents generally saw sandboxes as a useful tool to support innovation and government agrees that there may be circumstances in which they are helpful to implement at a local level.
Many of the identified challenges that a sandbox could support depend on close partnerships across all parties involved in the sandbox. These include innovators, local authorities and government.
We do not believe that further new legislation is necessary to enable sandboxes at this time. We do, however, acknowledge the potential role of central government in terms of setting objectives and direction, as well as providing support, advice and guidance to local authorities and innovators on the operation of sandboxes.

Consultation description
We’re seeking opinions and evidence from all those with an interest in what an innovative and flexible regulatory framework looks like for emerging transport technologies.
As part of the review, we’re also consulting on:
- zero emission vehicles
- maritime autonomy and remote operations
- future of flight
- modernising vehicle standards
You’re welcome to provide feedback on as many topics as are relevant to your areas of interest and expertise.
We welcome responses to the questions by 22 November 2021.
