Marine conservation zone 2013 designations

On 21 November 2013, the minister designated 27 Marine Conservation Zones.

Similar schemes are operating in Wales, Scotland, Northern Ireland to contribute to a UK wide network of marine protected areas.

How were the zones designated?

The zones were designated after a process closely involving stakeholders. In September 2011, four stakeholder-led regional projects proposed 127 sites for Marine Conservation Zones. This was in line with guidance provided by JNCC and Natural England. These were reviewed by the independent Marine Protected Areas Science Advisory Panel, which advised Defra that there were gaps in the evidence used to support the recommendations.

In November 2011, the minister announced that Defra would designate sites in tranches and fund additional survey work to support MCZ designations.

The Statutory Nature Conservation Bodies (SNCBs) submitted their formal advice on regional project recommendations, including the impact assessment, to Defra in July 2012. A set of externally reviewed protocols were developed by JNCC and Natural England for the provision of our formal advice on MCZs.

After considering all available advice, in December 2012, the minister announced the launch of the MCZ consultation, proposing 31 sites in English inshore and English and Welsh offshore waters, and presented the first report to Parliament meeting the requirements of the Marine and Coastal Access Act 2009 for marine protected areas.

In July 2013, the minister announced the publication of the government’s response to the consultation and put the designation of MCZs into the wider context of the government’s marine agenda. Natural England and JNCC provided updated advice to Defra on the 31 sites contained in the consultation, to take account of new data provided.

The minister announced the designation of 27 MCZs in November 2013, alongside the publication of an additional response to the consultation which provides further details on each of the 27 designated MCZs. All evidence received from the consultation, along with any other evidence provided by the SNCBs, has been evaluated and informed the ministers’ final designation decisions.
