The Politics of Decentralisation in Southern Africa.

Abstract

This paper is based on the article 'Decentralisations in Practice in Southern Africa' by the same authors for the IDS Bulletin 34 (3) July 2003, Livelihoods in Crisis? New Perspectives on Governance and Rural Development in Southern Africa. Using SLSA project case studies, it discusses decentralisation, and asks why it is so popular with donors and governments and what it entails in practice.
