The key aim of this paper is to recommend a set of measures that can be used to enable downsizing of the work force of enterprises in the framework of restructuring programmes. Labour costs of downsizing form a major financial blockage to enterprise restructuring. Anecdotal evidence and some case studies suggest that labour related liabilities might form the major part of liabilities in BIH. The options formulated below are to be considered within the framework of a Voluntary Conciliation Scheme (VCS) scheme as designed in a draft discussion paper by DFID on 26.03.2004.
