Abstract

This attachment to the final report (Encouraging CDM energy projects to aid poverty alleviation: Final report) sets the scene for this project in terms of the international and UK CDM initiatives and in terms of what has been happening in the three host countries (Tanzania, Kenya and Ghana) in this study. We begin in section 2 with the Clean Development Mechanism (CDM) in its UNFCCC context with a specific focus on the CDM process cycle and the methodological issues of CDM project appraisal. Section 3 contains an overview of the type of CDM initiatives which have taken place to date, ranging from capacity building, to methodological studies, to the development and evaluation of projects on the ground. The African context to the CDM is introduced in Section 4 where an outline is given of the common developments and gaps encountered in the three case-study countries of the CAPA project. An overall discussion of the findings is presented in chapter 5.
