Dairy Development Programs: Benefits and Risks for Smallholders - The Case of Andhra Pradesh, India

Abstract

This two-page policy briefing is based on Working Paper No. 38, Garcia et al., 2006. It reviews the current status of the dairy industry in Andhra Pradesh, India and assesses the likely impacts of development in that sector. Since resource-poor farmers are risk avoiders by nature, the briefing notes that the risk profile of farms targeted by a development profile must be improved at the same time as economic improvements. Dairy development programs, working in partnership, can effectively lift small dairy producers out of poverty through a competitive dairy farming business.
