content redacted</h3>\n\n<p>Thank you to all of you for joining us at Coin Street Neighbourhood Centre.</p>\n\n<p>And you may have seen downstairs there is a nursery.</p>\n\n<p>I’ve been down there with the young children this morning seeing them and the staff.</p>\n\n<p>And seeing how the staff guide them, from, in this nursery, nine months to four years.</p>\n\n<p>And it is a real reminder that learning begins at such an early age.</p>\n\n<p>And what a difference it makes.</p>\n\n<p>And that giving our children the best start in life…</p>\n\n<p>Unlocking their full potential… </p>\n\n<p>Is so important for our country’s future.</p>\n\n<p>And that is the purpose of this Government – in a nutshell.</p>\n\n<p>We have a plan for a Britain that is built for all…</p>\n\n<p>And we’re going to unlock the potential of every single person and community in this country.</p>\n\n<p>Because whether it’s our public services that don’t work…</p>\n\n<p>The cost-of-living crisis holding us back… </p>\n\n<p>Or whole regions of our country - ignored as sources of growth…</p>\n\n<p>In the end, it is all about potential.</p>\n\n<p>And that’s why the budget was a moment of personal pride for me. </p>\n\n<p>I do not want to see a country where children grow up in poverty…</p>\n\n<p>I don’t think anyone in this country wants that. </p>\n\n<p>It is a fundamental British belief…</p>\n\n<p>That every child should go as far as their talent will takes them…</p>\n\n<p>And poverty is a barrier to that.</p>\n\n<p>Just think about it.</p>\n\n<p>Think about the skipped meals.</p>\n\n<p>The cold bedrooms.</p>\n\n<p>The school uniform that is too small or worn through. </p>\n\n<p>And think about a seven-year-old in that situation…</p>\n\n<p>A young girl or boy…</p>\n\n<p>Who still has to go to school and face the world’s gaze.</p>\n\n<p>Are they ready to learn to the best of their ability?</p>\n\n<p>Are we giving them a fair and equal opportunity to succeed?</p>\n\n<p>I think its abhorrent…</p>\n\n<p>It’s not just abhorrent – it’s also counter-productive.</p>\n\n<p>On Wednesday last week after the budget, the Chancellor and I went to a hospital.</p>\n\n<p>And we were speaking to the staff who had gathered there…</p>\n\n<p>And we told them that we are lifting the 2-child limit</p>\n\n<p>And they cheered.</p>\n\n<p>And they did so and they said to us…</p>\n\n<p>That matters, because you would not believe how many children come through our doors, of our hospital…</p>\n\n<p>Because of poverty. Poverty in Britain today.</p>\n\n<p>So this is a public services issue – it can help lift the pressure on the NHS.</p>\n\n<p>It’s an economic issue – a sound investment in our long-term potential.</p>\n\n<p>And it is a fairness issue.</p>\n\n<p>Take some of the parents I met this morning…</p>\n\n<p>Now some of the parents I met downstairs, some of the parents I met in Rugby were on the road last Thursday…</p>\n\n<p>They told me… </p>\n\n<p>As so many parents do</p>\n\n<p>That they’re working harder and harder…</p>\n\n<p>But their wages struggle to meet their costs…</p>\n\n<p>And I know what that feels like.</p>\n\n<p>I remember my family sitting around the kitchen table…</p>\n\n<p>Worrying about the bills…</p>\n\n<p>How are we going to pay them all?</p>\n\n<p>And we as a family couldn’t pay them all.</p>\n\n<p>And that’s why in our case our phone was cut off.</p>\n\n<p>And that is still the reality of Britain for far too many people…</p>\n\n<p>And so yes, I am proud…</p>\n\n<p>I am proud we scrapped the two-child limit…</p>\n\n<p>I am proud we’re lifting over a half a million children out of poverty…</p>\n\n<p>Proud we raised the national minimum wage – again… </p>\n\n<p>[Political content redacted]</p>\n\n<p>Making life better for working families…</p>\n\n<p>Unlocking their potential…</p>\n\n<p>And giving our children a fair chance to get on. </p>\n\n<p>And that is the story of the budget.</p>\n\n<p>There were necessary choices – of course there were.</p>\n\n<p>Fair choices – I would argue.</p>\n\n<p>Tax rises do make life harder for people – I understand that…</p>\n\n<p>It’s obvious.</p>\n\n<p>And I’m not going to pretend that there aren’t alternatives…</p>\n\n<p>Politics is always about making choices.</p>\n\n<p>We could have cut public services.</p>\n\n<p>We could have ignored child poverty.</p>\n\n<p>We could have rolled the dice with extra borrowing. </p>\n\n<p>But I firmly believe that those options have been tested to destruction.</p>\n\n<p>I mean – we all know the risks of reckless borrowing…</p>\n\n<p>And you can see the cost in any bill, mortgage, car loan…</p>\n\n<p>Anything affected by interest rates.</p>\n\n<p>But also - look at the OBR’s analysis of productivity…</p>\n\n<p>And it’s crystal clear to me…</p>\n\n<p>That austerity scarred the long-term productive capability of this country. </p>\n\n<p>So - why would we repeat it? </p>\n\n<p>That is what we inherited.</p>\n\n<p>Public finances and public services in total crisis…</p>\n\n<p>Growth – weak for years. </p>\n\n<p>But if you had said to me, seventeen months ago, on that first day of government…</p>\n\n<p>That by now - we would have cut NHS waiting times…</p>\n\n<p>Cut immigration…</p>\n\n<p>Cut child poverty by a record amount. </p>\n\n<p>If you had said to me that Britain would now be cutting borrowing faster than any other G7 country…</p>\n\n<p>Without cutting public investment…</p>\n\n<p>That our fiscal headroom is up significantly…</p>\n\n<p>Economic growth is beating the forecasts…</p>\n\n<p>With wages up, more – since the election…  </p>\n\n<p>Than in a decade of the previous Government.</p>\n\n<p>If you had said – because of all that…</p>\n\n<p>We can tackle the cost-of-living for working people…</p>\n\n<p>Freezing rail fares…</p>\n\n<p>Freezing prescription charges…</p>\n\n<p>Freezing fuel duty…</p>\n\n<p>Slashing childcare costs…</p>\n\n<p>Driving down mortgages…</p>\n\n<p>Taking £150 pounds off your energy bills - £300 for poorer households…</p>\n\n<p>Then I would say – yes that is a record to be proud of.</p>\n\n<p>And I am proud.</p>\n\n<p>I am proud the public finances and our public services are moving in the right direction.</p>\n\n<p>Because we confronted reality…</p>\n\n<p>We took control of our future…</p>\n\n<p>And Britain is now back on track.</p>\n\n<p>And look - I’m also confident…</p>\n\n<p>We have now walked through the narrowest part of the tunnel.</p>\n\n<p>Because while I know it’s still hard for lots of people…</p>\n\n<p>While I know the cost-of-living crisis has not gone away…</p>\n\n<p>In the year ahead, you will see the benefits of our approach…</p>\n\n<p>Not just in the national statistics…</p>\n\n<p>But in your communities.</p>\n\n<p>You will see a country building its future – with new homes and infrastructure…</p>\n\n<p>Two thousand free breakfast clubs…</p>\n\n<p>Hundreds of school-based nurseries - open by September.</p>\n\n<p>You will see 3000 neighbourhood police officers on your streets - by March…</p>\n\n<p>A new era of security for 11 million renters – starting in May.</p>\n\n<p>Hundreds of thousands of parents taking advantage of our free childcare expansion…</p>\n\n<p>Almost 120 community diagnostic centres - open 7 days a week by April.</p>\n\n<p>You will see NHS Waiting times coming down further…</p>\n\n<p>Wages still rising faster than prices…</p>\n\n<p>Immigration still falling…</p>\n\n<p>And bit by bit – you will see a country… </p>\n\n<p>That no longer feels the burden of decline…</p>\n\n<p>Or the sense that things can never get better… </p>\n\n<p>A Britain with its confidence and its future – back.</p>\n\n<p>Now, take our energy policy - £150 off your energy bill…</p>\n\n<p>£300 if you are really struggling.</p>\n\n<p>Now, think about what that means to a family worrying about whether to put the heating on, on a cold day.</p>\n\n<p>Or worried that if they switch it on for too long…</p>\n\n<p>They might have to cancel a day out with their kids.</p>\n\n<p>It’s not just money – it’s security.</p>\n\n<p>It’s having the freedom to make choices that help your family.</p>\n\n<p>Or think about our childcare investment.</p>\n\n<p>Thirty hours free - for every child between 9 months and four years old…  </p>\n\n<p>A massive difference to the cost-of-living…  </p>\n\n<p>Thousands of pounds back in the pockets of working parents… </p>\n\n<p>Real help getting parents and carers back to work, especially for women…  </p>\n\n<p>And that is good for growth. </p>\n\n<p>But it’s also good for our children’s potential.</p>\n\n<p>Now, I visit primary schools all the time…</p>\n\n<p>And – when I’m not being told off for doing the 6/7…</p>\n\n<p>Teachers repeatedly say to me…</p>\n\n<p>This is across the country…</p>\n\n<p>That some kids arrive at reception reading books, ready to learn…</p>\n\n<p>While others are still in nappies.</p>\n\n<p>I am sick of hearing those stories – right across the country…</p>\n\n<p>Think about that</p>\n\n<p>Inequality at aged just four…  </p>\n\n<p>Baked in for life.  </p>\n\n<p>And it’s likely to last a whole life.</p>\n\n<p>That is why everything we are doing for children – it is a game changer for our potential…</p>\n\n<p>We are giving every child the best start in life…</p>\n\n<p>Every single child equal at the starting line of their education…</p>\n\n<p>And that is what government is for.</p>\n\n<p>And look - when it comes to economic growth and living standards…</p>\n\n<p>We’re confident we can beat the forecasts. </p>\n\n<p>We’ve already beaten them this year.</p>\n\n<p>We are in control of our future. </p>\n\n<p>We’ve already struck trade deals that are attracting billions of pounds of investment…</p>\n\n<p>We’re removing barriers to business – right across the economy…</p>\n\n<p>In planning…</p>\n\n<p>Industrial policy… </p>\n\n<p>Pensions reform…</p>\n\n<p>Artificial intelligence…</p>\n\n<p>Capital investment…</p>\n\n<p>And right at the heart of the budget…</p>\n\n<p>We have a package of measures that give the green light for the world’s best entrepreneurs…</p>\n\n<p>To start, scale and list their companies in Britain.<br>\nBut we have to be clear, at this stage of our plan… </p>\n\n<p>The most important things we can do for growth…</p>\n\n<p>The most important things we can do for business…</p>\n\n<p>Is first - to drive inflation down…</p>\n\n<p>So that interest rates come down – further still… </p>\n\n<p>And the cost of business investment comes down with it.</p>\n\n<p>And second - to retain the market confidence that allows for real economic stability…</p>\n\n<p>So that businesses can plan with certainty.</p>\n\n<p>That is what the country most needs right now…</p>\n\n<p>It is what the Budget secured…</p>\n\n<p>And that is why our choices were fair…</p>\n\n<p>They were necessary…</p>\n\n<p>And they were fundamentally good for growth.</p>\n\n<p>But I will level with you…</p>\n\n<p>As the Budget showed…</p>\n\n<p>The path to a Britain that is truly built for all…</p>\n\n<p>Requires many more decisions that are not cost-free and they are not easy.</p>\n\n<p>We can all see the challenge.</p>\n\n<p>Low productivity.</p>\n\n<p>The result of an economy scarred by austerity…</p>\n\n<p>By Brexit…</p>\n\n<p>And by consistently failing to unlock the nation’s potential.</p>\n\n<p>So we need a productivity revolution.</p>\n\n<p>And as our plan runs to the end of the Parliament…</p>\n\n<p>I now want to set out some of the next steps in our economic renewal…</p>\n\n<p>So that our progress can be fairly judged.</p>\n\n<p>First – regulation.</p>\n\n<p>Now exactly a week ago…</p>\n\n<p>John Fingleton reported on our nuclear industry.</p>\n\n<p>He found that pointless gold-plating… </p>\n\n<p>Unnecessary red-tape…</p>\n\n<p>Well-intentioned, but fundamentally misguided, environmental regulations. </p>\n\n<p>And – and I quote – it’s quite a stark quote – he said “a mindset that favours process over outcome”…</p>\n\n<p>Has all made Britain the most expensive place to build nuclear power.</p>\n\n<p>Now I agree with him.</p>\n\n<p>In fact – I would go further.</p>\n\n<p>Because the truth is we see this story repeated again and again…</p>\n\n<p>Right across our economy.</p>\n\n<p>For years – Britain did not have a proper industrial strategy. </p>\n\n<p>For years – it cut public investment…</p>\n\n<p>For years it did not have a planning framework or frankly – a Government…</p>\n\n<p>That would quickly approve…</p>\n\n<p>New railways…</p>\n\n<p>New tramlines…</p>\n\n<p>Data centres…</p>\n\n<p>Laboratories…</p>\n\n<p>Power stations…</p>\n\n<p>Wind farms…</p>\n\n<p>Even whole towns.</p>\n\n<p>So guided by a simple truth…</p>\n\n<p>That rooting out excessive costs in every corner of our economy…</p>\n\n<p>Is an essential step to cutting the cost of living…</p>\n\n<p>And creating more dynamic markets for business…</p>\n\n<p>We will also clear the path for British business</p>\n\n<p>And therefore – in addition to accepting the Fingleton recommendations…</p>\n\n<p>I am asking the Business Secretary to apply these lessons across the entire industrial strategy.</p>\n\n<p>Second – welfare.</p>\n\n<p>For too long our welfare system has trapped people in poverty…</p>\n\n<p>And poverty is always a barrier to potential.</p>\n\n<p>That is why we scrapped the two-child limit. </p>\n\n<p>But we also have to confront the reality…</p>\n\n<p>And our welfare state is trapping people, not just in poverty…</p>\n\n<p>But out of work.</p>\n\n<p>Young people in particular.  </p>\n\n<p>And that is a poverty of ambition.</p>\n\n<p>And so while we will invest in apprenticeships…</p>\n\n<p>And make sure young people without a job… </p>\n\n<p>Have a guaranteed offer of training or work. </p>\n\n<p>We must also reform the welfare state itself – that is what renewal demands.</p>\n\n<p>Now – this is not about propping up a broken status quo… </p>\n\n<p>Nor is it because we want to look somehow politically ‘tough’…</p>\n\n<p>So we have asked Alan Milburn to report on the whole issue of young people, inactivity and work.</p>\n\n<p>Because we need to remove all the barriers which hold back the potential of our young people.</p>\n\n<p>Because - if you are ignored early in your career… </p>\n\n<p>If you’re not given the support you need to overcome your mental health issues…</p>\n\n<p>Or if you are simply written off because you’re neurodivergent or disabled…</p>\n\n<p>Then it can trap you in a cycle of worklessness and dependency for decades.</p>\n\n<p>That costs the country money…</p>\n\n<p>Is bad for our productivity. </p>\n\n<p>And most importantly of all – it is a massive waste of potential…</p>\n\n<p>Third and finally - trade</p>\n\n<p>Vital for productivity.</p>\n\n<p>Essential for growth.</p>\n\n<p>Crucial to the cost of living.</p>\n\n<p>And let me be crystal clear…</p>\n\n<p>There is no credible economic vision for Britain…</p>\n\n<p>That does not position us as an open, trading economy.</p>\n\n<p>So we must all now confront the reality…</p>\n\n<p>That the Brexit deal we have…</p>\n\n<p>Significantly hurt our economy.</p>\n\n<p>And so for economic renewal…</p>\n\n<p>We have to keep reducing frictions…</p>\n\n<p>We have to keep moving towards a closer relationship with the EU…</p>\n\n<p>And we will have to be grown-up about that…</p>\n\n<p>To accept that this will require trade-offs. </p>\n\n<p>That applies to our trading relations across the world.</p>\n\n<p>And as you have seen already with this Government…</p>\n\n<p>There are deals to be done…</p>\n\n<p>If you are committed to building relationships.</p>\n\n<p>That is what we have done with the US…</p>\n\n<p>It’s what we’ve done with India…</p>\n\n<p>And it’s what we’ve done with the EU…</p>\n\n<p>And we will keep going…</p>\n\n<p>We will continue to reject drift…</p>\n\n<p>To confront reality…</p>\n\n<p>And take control of our future…</p>\n\n<p>That is what the Budget achieved last week…</p>\n\n<p>And we will build on it…</p>\n\n<p>A long-term plan for the economic renewal of this country…</p>\n\n<p>A Britian that is free from decline…</p>\n\n<p>Confident about its future…</p>\n\n<p>And with the potential of every single person – unlocked…</p>\n\n<p>Truly – built for all.</p>\n\n<p>Thank you very much.</p>\n</div>","change_history":[{"note":"First
