The impact assessments were published on GOV.UK on 4 November 2026.</p>\n\n<p>We are independently scrutinising the quality of the evidence and analysis used by the department to support the case for regulation. Our opinion of the impact assessments will be published for transparency as soon as our scrutiny process has been completed.</p>\n</div>","change_history":[{"note":"First
