Interim Manager appointed to Rhema Church London
The Charity Commission has appointed an Interim Manager to the charity Rhema Church London.
The Charity Commission has appointed Interim Managers to the charity Rhema Church London (registered charity number 1075100) (‘the charity’).
On 30 November 2015 the Charity Commission, the charity regulator, used its powers under the Charities Act 2011 to appoint Helen Briant and Keith Mills of DWF as joint Interim Managers of the charity. The Interim Managers will have all the powers and duties of the trustees and their appointment is to the exclusion of the trustees. This is a temporary appointment and will be reviewed by the commission on a regular basis in line with normal procedures.
The Interim Managers are tasked with taking over the management and administration of the charity on a temporary basis. They are to take control of and protect the charity’s assets. They have also been tasked with conducting a review and report to the commission with recommendations on the ongoing governance and administration of the charity.
The review includes, but is not limited to:
- the charity’s internal financial controls and policies
- the charity’s arrangements with personnel working on its behalf
- the charity’s overseas activities
- ensuring the charity’s overdue accounts for the financial year ended 30 September 2014 are submitted to the commission
The review will also examine whether there has been (and if so to what extent) any breach of duty and/or trust by the charity trustees in relation to the operation of the charity, and what steps may be necessary and in the best interests of the charity to regularise any breaches of duty and/or trust.
The religious activities of the charity in the UK are not affected; the Interim Manager is taking steps and working with the Senior Pastors to ensure this remains the case and the religious activities, including sunday services, are not disrupted by the appointment.

Section 46 of the Charities Act 2011 gives the commission the power to institute inquiries. The opening of an inquiry gives the commission access to a range of investigative, protective and remedial legal powers. Section 76(3)(g) of the Act is temporary and protective power available to the commission after an inquiry has been opened to appoint an Interim Manager. This role is supervised by the commission in accordance with section 78 of the Act.
