We provide independent expert advice to the UK government to create better regulation, reduce unnecessary burdens on business and support economic growth.


Responsibilities

We are responsible for:

  • scrutinising the quality of the evidence and analysis supporting the case for why government regulation is necessary under the Better Regulation Framework
  • providing independent expert opinions on whether the impact assessments, options assessments and post-implementation reviews for regulations produced by government departments are fit for purpose

Priorities

From 2025 to 2026, our priorities will be:

  • building collaborative relationships across government, working with officials at an earlier stage to improve the quality of their evidence and analysis
  • publishing data on the performance of departments against the Better Regulation Framework, including the completion of post-implementation reviews of regulatory provisions in legislation
  • contributing to the design and development of the wider regulatory landscape in the UK
  • engaging with parliamentarians, businesses, civil society, academics and the public to support the objectives of the RPC
  • engaging internationally with other regulatory bodies, such as RegWatchEurope and the Organisation for Economic Co-operation and Development (OECD), to exchange evidence and good practice

Who we are

We are a committee of 8 independent experts from a range of economist and regulatory policy backgrounds, including the private and voluntary sectors, business, law and academia.

We are supported by a secretariat of civil servants from the Department of Business and Trade who work in locations across the country.
